I haven't posted in the time attack before, but I have recommended the following guy many times to people and they have all been extremely happy with him. His name is Wayne Yeates and he used to be a mechanic at Mazdee's Performance Auto. He has a lot of experience with Rotary engines...in fact there is a beautiful RX-7 at his place now that he is working on.
He has had his own garage now for 2.5 years and I will only go to him because of his meticulous work and to boot, he's an awesome guy to know. He has tonnes of race experience especially as a mechanic, and is working the GT Sprints with Ian Law as his mechanic this year, but has worked in many other series including the CCTCC.
I know you wanted a West Ender but if you don't have luck finding someone, you should give Wayne a call. He is located in Pickering.

I had a great experience with Brent Clement of BSC Motorsports in Innisfil. It's out of your way, but might be worth it. Probably takes as much time to get to Pickering as it does to get to Innisfil from the west end.
He built my engine, and did the tune with the PowerFC. It's been bulletproof over 3 seasons of daily driving, and 2 seasons of autocrossing and lapping. He's not the least expensive, but he's not the most either. He's turned out to be a good friend as well, and is someone that I trust.

Joe at RPM built my motor and after years of abuse, its still running strong. Get ahold of hime at Sasha Anis' place. Others are Jim Kutschke and of course the guys at Can Jam and Dave Deidrick at Mazdee's. All build stout rotarys and are very good guys.

^I'm not working at SG Motorsport anymore unfortunatly, travel costs sucked, had an opportunity here in Kitchener.
I do still have a small shop on the side where I do engine builds/installs.
